A city on the coast would need a naval unit or embarked unit to put it under siege as well as any land units on the other side.
May 15, 2023 01:05:25	dasquared	sorry, about siege, I think the issue was the coastqal city - I saw this - \"All units except for ranged and siege exert a 1 tile zone of control and to have a city under siege you need all the 6 surrounding tiles to be affected by a zone of control. Important to note is that zone of control does not affect over rivers or onto coastal tiles. So an inland city without a river would only need 2 units to put it under siege.
